The Committee on Judicial Policy scrutinized two Bills on normative and legal acts, namely, the Bill on Normative and Legal Acts (Reg. No.1343), submitted by the People´s Deputy R.Zvarych, and the Bill (Reg. No. 1343-1), submitted by the People´s Deputy O.Lavrynovych.
During the discussion S.Mishchenko, Committee Chairman, stated that the Bills "have similar subject of legal regulation, and define basic rule-making principles for all the subjects of the said activity, their system, hierarchy, conditions of activity, etc". Moreover, they have similar structure, and a number of articles, final and transitory statements coincide.
Further elaboration also concerns the statement, pursuant to which, all the Bills, submitted for parliamentary consideration, are to undergo an obligatory legal examination in the Ministry of Justice of Ukraine. Therefore, adoption of the Bill will make Parliament´s work dependant on the activity of the executive body.
In the result of the discussion, the Committee passed a resolution to recommend that the authors elaborate a single document on the basis of the Bill (Reg. No.1343-1), taking into account the regulations of the other Bill (Reg. No.1343). Then the final Bill is to be submitted for parliamentary consideration.
